Anti-Ragging Policy

(In accordance with UGC Regulations, 2009 and AICTE Anti-Ragging Guidelines)

1. Preamble

Mahila Technical and Management College is committed to providing a safe, secure, inclusive, and student-friendly academic environment free from ragging, harassment, intimidation, and discrimination.

This Anti-Ragging Policy is framed in accordance with:

  • University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009.
  • AICTE Approval Process Handbook and Anti-Ragging Directives.
  • Directions issued by the Hon’ble Supreme Court of India regarding prevention and prohibition of ragging.
  • Government of India notifications and regulations issued from time to time.
Zero Tolerance Policy: The College adopts a strict zero-tolerance approach towards ragging and shall take stringent disciplinary and legal action against any student found involved in ragging activities.

2. Objectives

  • To completely prohibit ragging within and outside the campus.
  • To ensure a safe and healthy educational atmosphere.
  • To promote mutual respect, discipline, and dignity among students.
  • To create awareness regarding the legal consequences of ragging.
  • To establish effective monitoring, reporting, and grievance-redressal mechanisms.
  • To comply with UGC and AICTE statutory requirements.

3. Definition of Ragging

As per UGC Regulations, 2009, ragging includes any conduct by an individual or group of students that causes or is likely to cause:

  • Physical abuse
  • Psychological harm
  • Mental harassment
  • Fear or intimidation
  • Humiliation or embarrassment
  • Financial extortion
  • Disruption of academic activities
  • Violation of the dignity of a student

Ragging may be committed through physical acts, verbal abuse, written communication, gestures, online platforms, social media, mobile communication, or any other means.

4. Scope of the Policy

Applicable To

  • All students of the College
  • Hostel residents
  • Day scholars
  • Visitors participating in institutional activities
  • Alumni visiting the campus
  • Students participating in internships, industrial visits, educational tours, sports events, cultural activities, and online academic platforms

5. Prohibition of Ragging

Ragging in any form is strictly prohibited.

Physical Ragging

  • Hitting, pushing, assaulting, or causing bodily injury.
  • Forced physical exercises or punishments.

Verbal Ragging

  • Use of abusive or offensive language.
  • Insulting comments.
  • Humiliating nicknames.

Psychological Ragging

  • Intimidation.
  • Threatening behaviour.
  • Mental harassment causing anxiety or fear.

Social Ragging

  • Social boycott or exclusion.
  • Forced participation in embarrassing activities.

Cyber Ragging

  • Harassment through social media.
  • Posting offensive messages, images, or videos.
  • Online bullying or trolling.

Economic Ragging

  • Demanding money, gifts, treats, or valuables.
  • Financial coercion of any nature.


6. Institutional Anti-Ragging Framework

A. Anti-Ragging Committee

The Anti-Ragging Committee shall be headed by the Principal and shall include faculty members, administrative representatives, wardens, parents, students, and other stakeholders.

Functions

  • Formulate anti-ragging measures.
  • Review complaints and investigations.
  • Recommend disciplinary action.
  • Submit compliance reports.
  • Monitor implementation of anti-ragging regulations.

B. Anti-Ragging Squad

  • Surprise inspections.
  • Monitoring vulnerable locations.
  • Immediate intervention in suspected cases.
  • Submission of reports to the Anti-Ragging Committee.

C. Mentoring and Counseling Cell

Faculty mentors shall guide students and assist freshers in adapting to campus life.

Important Warning

Any student found guilty of ragging may face suspension, rustication, expulsion, cancellation of admission, withholding of scholarships, and legal action including FIR registration under applicable laws.

7. Mandatory Preventive Measures

Awareness Programs

  • Anti-ragging orientation sessions.
  • Student induction programs.
  • Workshops and awareness campaigns.
  • Display of anti-ragging posters throughout the campus.

Public Display

  • Anti-Ragging Policy.
  • Names and contact details of Committee Members.
  • Helpline Numbers.
  • Punishments for Ragging.

Monitoring

  • Continuous monitoring of hostels and campus premises.
  • Surprise checks by Anti-Ragging Squad.
  • Interaction with newly admitted students.

Undertaking Requirement

  • Every student shall submit an Anti-Ragging Undertaking.
  • Parent/Guardian shall also submit an Anti-Ragging Undertaking.
  • Online undertakings shall be submitted through the national anti-ragging portal wherever applicable.


8. Complaint & Reporting Mechanism

Any student may report ragging through:

  • Principal
  • Anti-Ragging Committee
  • Anti-Ragging Squad
  • Faculty Mentor
  • Hostel Warden
  • Complaint Box
  • Official Email
  • National Anti-Ragging Helpline

Complaints may be submitted in writing, through email, telephonically, or through online grievance mechanisms. Anonymous complaints may also be examined if supported by credible evidence.


9. Inquiry Procedure

  1. Immediate preliminary assessment shall be conducted.
  2. The Anti-Ragging Committee shall initiate an inquiry.
  3. Statements of complainant, witnesses, and accused shall be recorded.
  4. Evidence shall be collected and verified.
  5. Findings shall be submitted to the Principal.
  6. Appropriate disciplinary action shall be taken without delay.

The inquiry process shall be conducted fairly, confidentially, and expeditiously.

10. Punishment for Ragging

Strict Disciplinary Action

Academic Punishments

  • Warning or reprimand.
  • Written apology.
  • Suspension from classes.
  • Debarring from examinations.
  • Cancellation of admission.
  • Withholding scholarships or benefits.

Administrative Punishments

  • Suspension from hostel.
  • Suspension from college activities.
  • Rustication for a specified period.
  • Expulsion from the institution.

Legal Action

  • Lodging of FIR with Police Authorities.
  • Intimation to competent authorities.
  • Cooperation in legal proceedings.


11. Responsibilities of Students

  • Refrain from ragging.
  • Respect fellow students.
  • Promote a healthy campus culture.
  • Report incidents immediately.
  • Cooperate with investigations.

Failure to report known incidents may also invite disciplinary action.

12. Responsibilities of Faculty & Staff

  • Remain vigilant regarding ragging activities.
  • Counsel and guide students.
  • Immediately report suspected incidents.
  • Support victims and witnesses.
  • Participate in anti-ragging awareness initiatives.

13. Protection of Victims & Whistle-Blowers

  • Confidentiality of complainants.
  • Protection from retaliation.
  • Psychological counselling support.
  • Academic support where required.
  • Safe accommodation arrangements if necessary.

Any act of victimization or retaliation against a complainant shall attract strict disciplinary action.


14. Institutional Compliance

  • Submit compliance reports as required by UGC and AICTE.
  • Maintain records of anti-ragging activities.
  • Ensure collection of student and parent undertakings.
  • Conduct periodic reviews of anti-ragging measures.
  • Strengthen preventive mechanisms based on regulatory updates.

Non-compliance with anti-ragging regulations may attract regulatory action against institutions under UGC norms.

15. Review and Amendment

This policy shall be reviewed annually by the Anti-Ragging Committee and College Management or whenever new directives are issued by UGC, AICTE, the Government of India, or competent judicial authorities.
